14-Party alliance plans resurgence after Eid-ul-Azha

Abu Jakir : The distance between the ruling Awami League and its partners in the 14-party alliance has widened, leading to uncertainty about the future of the coalition. The alliance, once a robust political force, now finds its activities reduced to mere formalities.Insiders from both the Awami League and its allied parties reveal that the ruling party is not inclined to dissolve the alliance but prefers to keep it nominally intact. Meanwhile, the partners lack the political will or courage to sever ties, opting instead to wait for the evolving political landscape to determine the alliance's fate.During a crucial meeting on May 23, chaired by Prime Minister and Awami League President Sheikh Hasina, alliance partners questioned the continued relevance of the coalition. The Awami League assured them of its relevance, citing the very meeting as proof. However, they also pointed out the partners' weakness as individual entities, urging them to bolster their own strength. This response has only deepened the partners' uncertainty about their future within the alliance. One leader from an allied party, speaking anonymously to lamented the decline of the alliance since its formation in 2004. Initially, it was promised that movements, elections, and government formation would be joint endeavors. However, since 2018, the government has been entirely under the Awami League's control, with no significant street programs or activities from the alliance, now reduced to sporadic central meetings. The leader also noted a shrinking representation in elections, with the current parliament having only two direct representatives from the alliance, which undermines the significance of their participation.Sources from the ruling party suggest that the Awami League and the government aim to maintain alliances with certain progressive parties and their leaders. This has led to reluctant seat allocations to partners in national elections, though no concessions are made in local elections. A significant faction within the Awami League, both at the central and grassroots levels, opposes even these limited concessions. Policymakers believe that the 14-party partners lack substantial voter bases, a sentiment publicly acknowledged by senior Awami League leaders before national elections. Consequently, the strategy seems to be maintaining the alliance in name only. This approach was evident in the January 7 national parliamentary elections, where the Awami League allocated the fewest seats to partners since they began contesting elections together, offering just six seats. The allied parties believe that without significant internal and international pressure, the Awami League will continue to sideline them. In response, some partners are considering putting pressure on the government by focusing on public-related issues through their own party programs. To this end, the alliance partners are preparing to mobilize on issues such as rising commodity prices, money laundering, corruption, and the spread of communalism. They plan to announce these programs after the budget and begin street actions post-Eid-ul-Adha.According to sources within the 14-party alliance, the recent meeting with the Prime Minister was seen as a crucial moment for the coalition. In preparation, several top leaders held informal discussions among themselves before the meeting.A leader from one of the allied parties, who participated in the meeting, expressed disappointment, stating on condition of anonymity that there were no significant achievements to report.Rashed Khan Menon, president of the Workers Party, noted, "Our alliance chief and Awami League president Sheikh Hasina suggested that we be proactive and play an opposition role by constructively criticizing the government on various public interests."Hasanul Haq Inu, president of Jatiya Samajtantrik Dal (JSD), a major partner in the alliance, expressed hope for increased political programs within the alliance. Nonetheless, he emphasized that his party, JSD, will independently address issues such as rising commodity prices, corruption, and money laundering after Eid-ul-Adha, regardless of the alliance's future activities.

TOAB calls for continuation of VAT exemption on tour operator services

Dhaka, June 10, 2024 — The Tour Operators Association of Bangladesh (TOAB) yesterday urged the government to maintain the existing VAT exemption on tour operator services, a benefit slated for withdrawal in the proposed national budget announced on June 6.At a press conference held at the Nasrul Hamid Auditorium, Dhaka Reporters Unity (DRU), TOAB President Md. Rafeuzzaman emphasized the importance of continuing the VAT exemption to foster the growth of the tourism sector. Rafeuzzaman, who also chairs the FBCCI Travel, Tour and Hospitality Standing Committee, argued that VAT applies to several components of the tourism industry, including hotel room rentals, transport tickets, restaurant meals, and tickets to tourist attractions and amusement parks."VAT is imposed on a wide array of tourism services," Rafeuzzaman stated. "As tour operators bundle these services, removing the VAT exemption would significantly increase package prices and travel costs, thereby adversely affecting both inbound and domestic tourism."The TOAB president expressed concerns that the withdrawal of the VAT facility could stymie the development of a burgeoning tourism industry in Bangladesh, highlighting its vast and multi-faceted nature. He also noted the industry's potential to generate and conserve foreign exchange through tour operations. In a bid to preserve the VAT exemption, TOAB plans to submit a memorandum to the finance, civil aviation, and tourism ministers. Rafeuzzaman assured that the association would continue to advocate for the 15 percent VAT exemption on tour operator services.Following the budget announcement, a TOAB delegation led by Rafeuzzaman met with FBCCI President Mahbubul Alam to discuss the potential repercussions of the proposed VAT changes on tour operator services. The press conference was attended by TOAB Vice President Anwar Hossain, along with directors, advisors, and members of the association, all voicing unified support for the continuation of the VAT exemption.

MPs' Duty-Free Car Import Privilege Faces Axe

Dhaka, Bangladesh — In an effort to tackle inflation and stabilize the economy, Finance Minister Abul Hassan Mahmood Ali presented national budget, amounting to Tk7.97 lakh crore, for the fiscal year 2024-25.The budget was announced in Parliament on Thursday, marking a significant milestone from the first budget of Tk786 crore introduced by Tajuddin Ahmad in the fiscal year 1972-73. This monumental budget, endorsed by Prime Minister Sheikh Hasina in May, represents the 54th national budget and the 25th under the Awami League (AL) government across six terms. Notably, it is the 21st budget under Prime Minister Hasina’s leadership. A Contractionary Budget in Challenging Times The theme for the upcoming fiscal year’s budget is “Pledge towards building a happy, prosperous, developed and smart Bangladesh,” aiming to restore the country's economic stability. Unlike previous years where the budget size typically increased by 10% to 12%, this year’s budget reflects a more modest increase of less than 8%. The contractionary budget anticipates a lowered GDP growth of 6.7%. End to Duty-Free Privileges for MPs In a move that has generated considerable discussion, Finance Minister Ali proposed ending the longstanding duty-free privilege for lawmakers on importing cars. Since 1988, Members of Parliament have enjoyed this benefit, which has allowed them to import vehicles without paying the usual duties. “If any person imports a car from abroad, they have to pay 25 percent of import duty, 15 percent of VAT, five percent of advance tax, and about 400 to 500 percent supplementary duty,” stated the finance minister during his budget speech. Under the new proposal, lawmakers will now be required to pay a 25 percent import duty on imported cars, aligning their privileges with the general public. This proposed change comes under the Members of Parliament (Remuneration and Allowances) Order, 1973 (President's Order), which currently grants MPs the duty-free facility. If approved, this measure is expected to generate additional revenue and address perceptions of inequality in the tax system. Reactions and Implications The proposal to remove the duty-free car import privilege has sparked a range of reactions. Advocates argue that it demonstrates the government’s commitment to equitable fiscal policy and economic reform. Critics, however, caution that the move might face resistance from lawmakers accustomed to these benefits. In the broader context, the record-breaking budget reflects the government's strategic response to economic challenges. With a focus on inflation control and economic development, the budget aims to position Bangladesh on a path towards sustainable growth. However, its success will depend on effective implementation and the ability to navigate both domestic and global economic uncertainties.

Amid a backdrop of global economic instability, Obaidul Quader, the General Secretary of Bangladesh’s ruling Awami League, declared the proposed national budget for the fiscal year 2024-2025 as a “realistic” and “pro-people” financial plan. His remarks came shortly after Finance Minister Abul Hassan Mahmood Ali presented the Tk7.97 lakh crore budget in the Jatiya Sangsad Bhaban on Thursday.Quader, who also serves as the Road Transport and Bridges Minister, underscored the government’s commitment to addressing pressing economic concerns, particularly the rising cost of essential goods.“At the time of current global crisis, a pro-people budget has been proposed. This budget has been prepared taking into consideration the promises and priority sectors mentioned in the party's election manifesto,” he stated. In response to journalists’ queries about potential influence from the International Monetary Fund (IMF), Quader firmly denied any external prescriptions.“The budget was not prepared following anyone's prescription as the Sheikh Hasina-led government does not follow anyone's prescription,” he said.Prime Minister’s Diplomatic EngagementsAmidst the budget announcement, Quader also revealed Prime Minister Sheikh Hasina’s upcoming visit to India to attend the swearing-in ceremony of newly elected Indian Prime Minister Narendra Modi. This visit highlights the ongoing diplomatic efforts between the two neighboring countries, which share a complex history and significant economic ties.Besides, the proposed budget has sparked varied reactions across country’s political landscape. Supporters within the Awami League praise its focus on essential sectors and measures to control commodity prices. This is particularly critical as inflation has been a significant issue affecting the daily lives of ordinary Bangladeshis. However, opposition parties have raised concerns about the feasibility and execution of the proposed measures. Critics argue that while the budget sets ambitious goals, its successful implementation in the face of a turbulent global economy remains uncertain. Public Concerns and ExpectationsAmong the public, there is cautious optimism. Many citizens are hopeful that the government’s focus on controlling prices will provide some relief from the economic pressures they face daily.

Court will decide fate of ex-IGP Benazir Ahmed, says Quader

Staff ReporterAwami League General Secretary Obaidul Quader stated he is unaware of the whereabouts of former Inspector General of Police Benazir Ahmed, who faces allegations of amassing wealth illegally.Quader, who also serves as the Minister of Road Transport and Bridges, assured that Ahmed remains under judicial scrutiny, noting that the court will determine the timeline for his potential arrest and incarceration following the Anti-Corruption Commission's (ACC) formal case filing.Obaidul Quader made this announcement while addressing a press conference at the political office of Awami League President Sheikh Hasina in Dhanmondi on Friday afternoon. In response to a journalist's question about whether Benazir Ahmed should be arrested, Quader remarked, "There is a due process for this. The Anti-Corruption Commission is currently investigating the matter. If the ACC files a case, it will be up to the court to decide when to arrest and imprison him. It will proceed through the judicial process. What directive can we, the government, give?"When asked about the BNP's statement that it would compile a list of individuals involved in corruption, including former army chief Aziz Ahmed and Benazir Ahmed, Quader responded that if such a list is made, it should first include the names of BNP leaders."BNP is the master of corruption and looting. If BNP prepares a list of corrupt people in the country, the names of BNP leaders will come first," Quader asserted.Responding to the BNP's claim that the Awami League cannot avoid responsibility for Aziz and Benazir, Quader pointed out that BNP Secretary General Mirza Fakhrul Islam Alamgir has held his position for many years, in violation of the party's constitution."BNP does not practice democracy within the party. How will they establish democracy in the country?" he said.Quader acknowledged that democracy is not perfect anywhere in the world but emphasized that the Awami League is striving to improve it. "We do not claim that our democracy is perfect but we are trying to make it perfect. Our Prime Minister (Sheikh Hasina) is sincere about it," he added. He criticized the BNP's history with democracy, referring to their period in power as a "democracy of curfew." Quader recounted the BNP's "Yes/No vote" with 114 percent voter turnout and the listing of 1.23 crore fake voters, accusing them of bringing democracy to the brink of destruction and making the electoral system a farce."The BNP leaders' talk about democracy means the devil listening to the scriptures," Quader said.He further condemned the corruption during the BNP's regime, highlighting the establishment of Hawa Bhaban as a center of graft and looting. "Now they talk about corruption. What kind of punishment did they give to the people who were involved in graft during the BNP period? The AL government is taking actions against the corrupt. The government has not established the culture of impunity like the BNP," he concluded.AL organising secretaries BM Mozammel Haque, Mirza Azam and Afzal Hossain, relief and social welfare secretary Aminul Islam Amin, education and human resources secretary Shamsunnahar Chapa, office secretary Barrister Biplab Barua, deputy office secretary Sayem Khan and Dhaka South City AL vice president Dr Dilip Roy were present, among others.

Cyclone Remal Ravages Coastal Bangladesh, Leaving Devastation in Its Wake

Dhaka, Bangladesh — Cyclone Remal made a devastating landfall on the coastal regions of Bangladesh on Sunday night, resulting in the tragic loss of 10 lives and widespread destruction. The severe cyclone wreaked havoc across 19 districts, damaging 150,457 houses, with 35,483 of them completely obliterated, according to Md. Mohibur Rahman, the state minister for disaster management and relief. At a press briefing held at the Secretariat on Monday, Rahman detailed the extensive damage and ongoing recovery efforts. The fatalities were reported from the districts of Khulna, Satkhira, Barishal, Patuakhali, Bhola, and Chattogram, with the highest toll in Bhola and Barishal, where three individuals perished in each district. Satkhira, Khulna, Chattogram, and Patuakhali each reported one death. The storm's ferocity affected 107 unions and 914 municipalities, leaving many in desperate need of assistance. In response to the disaster, authorities have opened 9,424 shelters across the coastal districts, providing refuge to over 800,000 people. Additionally, 52,146 domestic animals have been housed in these shelters, ensuring their safety amidst the chaos. Rahman credited the massive preparations and timely evacuation measures for preventing more extensive loss of life and property.Medical aid is a critical component of the relief efforts. The government has mobilized 1,471 medical teams, with 1,400 currently active in the cyclone-hit areas, offering crucial medical support to the affected populations. To further aid the recovery, the government has allocated Tk 68.5 million for immediate relief. This includes Tk 38.5 million in cash, 5,500 tonnes of rice, 5,000 units of dry food, Tk 15 million for baby food, and another Tk 15 million for animal fodder, distributed across 15 of the most affected districts.Prime Minister Sheikh Hasina is expected to visit the cyclone-affected areas soon, as preparations for her visit are underway. The Prime Minister’s Office is coordinating the details, and an official announcement is anticipated. As Cyclone Remal completed its landfall, it weakened into a land depression by Monday, according to the Bangladesh Meteorological Department. However, the aftermath of the storm continues to challenge the nation's resilience. One of the significant impacts of the cyclone has been the disruption of power supply. The Bangladesh Rural Electrification Board (BREB) reported that power to 22.2 million consumers, out of its total 35.8 million, has been suspended due to the cyclone. These consumers are spread across 61 of the 81 Palli Biduyt Samities (PBSs), indicating the vast scale of the outage. As Bangladesh begins the arduous task of rebuilding and recovery, the coordinated efforts of the government, local communities, and international aid organizations will be crucial in restoring normalcy to the affected regions. The full extent of Cyclone Remal's impact is still being assessed, but the resilience and solidarity of the Bangladeshi people remain steadfast in the face of adversity.

Cyclone 'Remal' to Intensify and Approach Coast Tomorrow Night, Warns Meteorologists

The deep depression currently over the east-central and west-central Bay of Bengal is projected to intensify into a cyclonic storm by this afternoon, according to meteorologists. They expect that by tomorrow, it will strengthen further into a severe cyclone before making landfall. Monwar Hossain, a meteorologist with the Bangladesh Meteorology Department, reported that the deep depression was situated 490 kilometers south of Payra seaport as of 9:00 a.m. It is advancing toward the coast at a speed of 8 to 10 kilometers per hour. If the storm escalates into a cyclone, it will be named "Remal," a name proposed by Oman, meaning "sand" in Arabic. Meteorologists noted that while there was a chance for the depression to become a cyclone this morning, sometimes such conditions persist longer than anticipated. In this case, it is expected to transform into a cyclone by the afternoon. Projections suggest that "Remal" will head towards the Khepupara-Sundarbans area and West Bengal. The storm is anticipated to begin crossing the coast between tomorrow evening and night. The country recorded its highest temperature of 40 degrees Celsius in Chuadanga yesterday. Forecasts indicate a potential drop in temperature by one to two degrees Celsius tonight and by two to four degrees Celsius tomorrow. Clouds have already started to form, and the coastal areas may experience rain due to the storm's influence. Meteorologists predict that rainfall could increase in Dhaka starting tomorrow night as the cyclone progresses.

Homecoming Day: No Alternative to Sheikh Hasina for AL

Abu Jakir : Today commemorates the 44th homecoming day of Awami League President and Prime Minister Sheikh Hasina, a pivotal moment in Bangladesh's political history. On May 17, 1981, Sheikh Hasina returned to her homeland after a prolonged exile in Germany. This day not only symbolises her personal journey but also underscores her enduring leadership within the Awami League and Bangladesh's political landscape.Elected as party president in absentia during a national council session of the Bangladesh Awami League in February 1981, Sheikh Hasina's return marked a resurgence of hope and determination among her supporters.Since then, she has steered the Awami League with unwavering dedication, firmly establishing herself as the party's guiding force.Under Sheikh Hasina's leadership, the Awami League has witnessed unparalleled success, securing power for the fourth consecutive term. Her visionary approach and astute political acumen have propelled the party forward, earning admiration and respect from both within and outside its ranks.Speaking on the significance of Sheikh Hasina's leadership, Awami League General Secretary Obaidul Quader emphasised, "She is our guiding light, unparalleled in her affectionate leadership and unmatched in her administrative prowess in Bangladesh.
